IS THIS AN UNFINISHED PARKER MANUSCRIPT COMPLETED BY SOMEBODY OF WHOM MOST OF US HAVE NEVER HEARD, OR IS PARKER’S ESTATE AUTHORIZING NEW NOVELS BASED ON PARKER’S CHARACTERS . . .

There should be several Parkers because he always said in interviews that he was several books ahead of his publishing schedule and had to recal what the plots were about in interviews. I"m surprised that some haven't come out already.

That's not news, Mike. There have already been posthumous Parkers, with one more, "Sixkill", on the way. What's news is that books featuring other writers handling Parker's characters are apparently on the horizon.
